Hardware / Mobile phone charger powered by bicycle

Great idea, and built the circuit with a 7812 so I wouldn't have so much heat to dissipate in my charger box. I plan to run the output to a cigarette lighter jack and then plug in my car cellphone charger for a little protection.

Testing... I get 11.82Vdc off my circuit, but when I switched the voltmeter to AC, I read 25.5Vac.... Any idea what I may have done wrong?

I have been using my mobile phone in my car a lot recently making Long Distance calls, and it has been eating up my battery life. I am running into a similar problem, and would like to know if there are any good chargers out there.  I have been using a solar powered charger, but it does not charge my phone fast enough. Thanks for any words of wisdom.
