Procedures:
Install the activesync then restart pc
Turn on the phone with simcard provider"Test Sim"
Sync the phone then copy paste the "regeditSTG.exe" to the application folder of the phone
Browes your phone then run the "regeditSTG.exe"
Then browes and type the following
HKEY_LOCAL_MACHINE\Security\Policies\Policies\0000 1001 = 1
HKEY_LOCAL_MACHINE\Security\Policies\Policies\0000 1005 = 40
Just like this...

And now your phone is app unlocked!
Sync your phone copy/paste the "Cert.cab" to the application folder of the phone the install it
Open the HTC unlocker...
Run it then tick "sim unlocker"
then the screen must be like this

then tick "Unlocked"

Done...
