By default, the method of release for iphone 4 and 4s requires x-sim or similar tool that basically what it does is trick the iphone, no software changes. All this is subject to change without prior notice and at any time Apple decides to change the rules of the game to make it harder work then gives us the freedom to choose the operator. This means they can change the baseband update but any team that ud mention whether you can release (although I have found it difficult in some computers on which the x-sim never requires the operator identification code for the release, that I am trying to solve but still give the solution so any suggestion also is also provided to complement this section).
At the time of this post the updated OS 6.1.2 posted the base bands and the x-sim is able to release this model even in this version, as long as it is programmed by their respective dongle.
It is also possible to jailbreak using tools.
