heard that the TRAI has made the per second pulse obligatory for all the telecom operators..quite surprising bt docomo had alreday cam up wit such a plan..n later aircel,mts copied the per second plan..aftr this rule thr will b a tuff competition between the operators..now its the customer who will rule!
